Dr. Luz Bay

Driven by Data. Defined by Grit.

Learn more about Dr. Luz Bay’s journey from a hard-working immigrant to a vigilant guardian of Granite State values.

An American Journey Rooted in Community
Luz’s journey began in the Philippines. Coming to the U.S. wasn't just a change of address; it was a deliberate, hard-earned choice to build a life centered on opportunity and service. For Luz, the American Dream isn't an abstract concept. It’s an earned, lived reality. She built her life on the universal values of family, hard work, and community. Her unique background gives her a deep appreciation for the opportunities America provides and makes her an exceptionally vigilant guardian of the core public institutions that allow local New Hampshire families to thrive with freedom and safety.

Solving State Problems with Logic, Data, and Heart
Luz has spent her professional career mastering numbers and complex systems. She holds a Masters in Mathematics and a Doctorate in Educational Measurement and Statistics. In her work as a research scientist and psychometrician, she uses her expertise to diagnose structural errors and fix broken processes. While others bring partisan friction and political theater to government, Luz brings a belief that public service is about  eliminating bottlenecks and solving actual problems for real people, not treating our laws as political arguments to be won.

The Grit to Stand Up for Our Rights and Health
Luz knows what it means to face immense challenges head-on and win. She is a three-time breast cancer survivor and an endurance athlete who has crossed the finish line of 25 marathons. This level of resilience shapes everything she does. When she fights in Concord for healthcare access, reproductive freedom, or public schools, she brings the unshakeable determination of a neighbor who knows exactly how high the stakes are for families on the ground.

A Proven Record of Putting Neighbors First
As a mother and a two-term State Representative, Luz’s focus has always been entirely local. She understands that the decisions made in state government directly impact our classrooms, our property taxes, and our everyday household costs. She has proven her capability to protect working families in the State House, and she’s ready to bring that exact integrity and accountability to the Executive Council.
